The November 5 date matters
Delhi-NCR faces a new, time-limited set of pollution measures from November 5 to 20, according to October 31 reporting by Financial Express and Business Today on CAQM’s October 30 directions. Financial Express also reproduces an October 31 notice from the Gurugram district administration. These measures are distinct from the broader winter restrictions appearing in November 1 headlines. Reading every measure as starting on the same day can produce the wrong conclusion about an office or construction site.
Which offices are covered?
The reports identify Delhi, Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar for the office-attendance measure. State government and private offices are to operate with at most 50% of employees attending physically, with the remainder working from home. Industrial establishments and essential services have an exception where the arrangement is not feasible. That scope matters: a construction restriction described as NCR-wide does not mean every NCR office is necessarily covered by the identical attendance direction.
Construction limits have a separate set of exemptions
Business Today reports restrictions on dust-generating demolition and outdoor construction across NCR during the same period. It identifies exemptions for railways, Metro services, airports, bus terminals, hospitals, water and sanitation, defence and national-security work, and projects of national importance. Roads, highways and other linear public projects are covered by the restrictions. A project being public infrastructure does not, on its own, establish that it is exempt. Project-specific application needs the relevant authority’s direction.
A preventive window is different from a pollution reading
The government’s September 29 explanation describes GRAP as a framework with measures at different stages. The new dated intervention therefore needs to be read alongside that framework and other winter policies. An announced restriction is evidence of a policy decision; it is not a measurement of today’s air or proof that the policy has already improved it. This report does not assert a current AQI, school closure or complete vehicle-exemption list.
What remains to check
For practical planning, match the date, location, activity and exception before relying on a broad headline. This account uses corroborated reporting and the reproduced district statement; we could not retrieve the full October 30 order directly from CAQM’s website. Check current local instructions for amendments and implementation details. The India Gate image is a file photograph taken in January 2024, not evidence of November 2026 pollution conditions.
