Which dates apply across Metro Manila?

Proclamation No. 1447 declares Monday, November 16 through Wednesday, November 18, 2026 special non-working days in the Philippines’ National Capital Region. The proclamation says the measure is intended to reduce congestion and support security for the summit. The proclamation names the National Capital Region. If your plans depend on a particular office, school or business, check its own announcement for operating hours.

Where are the summit activities?

The Philippine News Agency’s November 5 report places major activities for the 49th ASEAN Summit and related meetings at the Philippine International Convention Center in Pasay. ASEAN is the Association of Southeast Asian Nations. The Philippines is hosting the gathering and related meetings for visiting leaders and delegations. For people travelling across Metro Manila, the regional holiday dates and the restrictions near meeting venues are two different parts of the schedule.

When do road restrictions start in Pasay?

Pasay’s traffic office announced partial closures from October 24 and scheduled full closures on affected sections for November 9–20, according to GMA News. Its report names sections of J.W. Diokno Boulevard and Atang Dela Rama, Pedro Bukaneg and Vicente Sotto streets. That window starts a week before the first special non-working day and extends beyond the last one. The advisory flags possible delays around Macapagal Boulevard, the World Trade Center area, Diokno Boulevard and parts of Roxas Boulevard. These are areas to check when planning a route. The published notice covers specific sections, with access depending on the latest instructions on the ground.

What to check before leaving

Use the dated Pasay advisory to identify whether your route passes near the convention centre or adjacent roads. Look for newer notices from the city and your transport operator before you set out. For a booking or appointment, confirm both the venue’s hours and how to reach its entrance. The public holiday calendar tells you when the regional measure applies. Route notices tell you where a particular journey could be affected.
